The purpose of the fund is to provide financial assistance to people in detention centers and their families. This assistance will be offered in various forms such as:
- Paying eligible bonds in full or in part
- Providing money for commissary, clothing, shoes, food or other immediate needs for people while detained or upon release
- Paying for transportation costs associated with release
- Offering financial assistance to aid post-release readjustment
